The hiring range for this position is $101,399 to $131,821. The maximum salary for this position is $162,244. An offer above the hiring range may be made depending upon the qualifications of the candidate.Applicants should apply by Fri, June 11, 2021. Final Interviews will be held July 6-9, 2021.The Resiliency Director is a newly created position who will lead a team of 2 to 4 professionals, in the areas of climate resiliency, workforce housing and economic resiliency. This position will foster long-term relationships with towns, special districts, and the business and non-profit community to develop public-private partnerships in support of these areas and will identify measurable objectives to aggressively progress towards the Board of County Commissioners' strategic priorities.Recruitment Brochure coming soon.Job Duties:Department Wide Functions:Develop and administer program budgets.Make funding and staffing decisions for the department.Engages with community members and partner organizations and facilitates community based solutions to meet organizational goals.Housing Development:Lead Eagle County's development of additional workforce housing units.Negotiate with partners, lenders, landowners, sellers etc. to create additional affordable housing units.Develop, implement and update policy related to workforce and affordable housing development throughout the community.Review land use files to ensure compliance with the Eagle County Housing Guidelines. Negotiate with development to ensure proposals meet the guidelines. Create and participate in partnerships where appropriate.Climate Resiliency:Provide leadership to develop, recommend, and implement innovative well-researched programs and strategies. Develops and recommends evaluation criteria to ensure programs' effectiveness to reach energy reduction and greenhouse gas targets and goals. Evaluate the savings and participation targets of existing energy efficiency programs, and develop and modify them to ensure energy reduction and greenhouse gas targets and goals are met.Research next-generation program development, evaluate infrastructure, market readiness, legislative and funding opportunities. Make policy recommendations to ensure program goals (ie. Climate Action Plan) are accomplished.Collaborate with the appropriate county staff on program synergies and the county organization's efforts to identify organization wide priorities for energy programs and projects.Economic Resiliency:Develop and oversee the implementation of the county's overall economic development plan. Lead and engage with staff and partners. Engage the business community and community leaders in drafting measurable steps to meet Board of County Commissioners strategic priorities.Draft contracts and ensure measurable deliverables are met by partners.Qualifications:Ten years of professional experience in any or all of the following subject areas: climate resiliency, workforce housing and economic resiliency which produces the required knowledge, skills and abilities.At least five years of experience managing staff within any or all of the subject areas.Bachelor's degree from an accredited college or university with major course work in economics, business administration, finance, public administration, environmental science or a related field. Or any equivalent combination of education, training and experience which produces the required knowledge, skills and abilities.Excellent communication skills, both verbal and writtenCollect, compile, research and analyze information and dataPrepare and present clear and concise financial and administrative reportsEvaluate and analyze risk management issues and influence effective correction actionAbility to implement and execute programs and policy based on organizational and community goals and policies.Effectively assist with problem resolutionInterpret and apply federal, state and local policies, laws and regulationsAbility to work collaboratively and effectively with key internal and external leaders, partners, consultants and community members.Ability to effectively lead, supervise, coach and develop othersAttention to details, strong organizational skills, ability to meet critical deadlines.Knowledge and understanding of Eagle County community and economy Proficient in the use of computer technology and word processing software applications such as Microsoft Office or Google Suite.Proficiency in Google applications including docs, sheets, and slides highly preferredValid Colorado driver's license with a safe driving record requiredBilingual English/Spanish skills preferredColorado Real Estate License preferredAdditional InformationA career with Eagle County Government impacts and enriches the lives of our community members...
