Job Description:

Memorial Regional Health is the recipient of the Bureau of Justice Assistance's (BJA) Rural Response to the Opioid Epidemic (RROE) grant. The purpose of the RROE grant is "to reduce the morbidity and mortality associated with opioid overdoses among individuals who come in contact with law enforcement or are involved in the criminal justice system in high-risk rural communities and regions." MRH's grant award supports five counties (Grand, Jackson, Routt, Moffat, and Rio Blanco), and is a joint effort with mental/behavioral health, law enforcement, criminal justice, health care, and social service organizations. The Project Implementation Coordinator serves as a member of the team helping to implement activities specifically associated with the RROE grant, in support of prevention, harm reduction, treatment, recovery, and long term support of rural citizens struggling with issues related to substance use.This position is 100% grant-funded with an anticipated grant end date of 12/31/2021. Although the grant is expected to end on that date, sometimes additional funding can be obtained to extend a grant beyond the end date. If that would occur, your employment under the grant may also be extended. Alternatively, this position may conclude prior to the anticipated end date if funding is prematurely discontinued. MRH is committed to supporting and retaining skilled, high-performing team members.Essential Functions and Basic Duties:Position Specific Performance Expectations:Assist in the development and implementation of the activities noted below in one or more of the five counties noted above. When possible, education programs should draw upon existing evidence-based programs that can be regionally and locally-branded to meet the specific needs and nuances of the respective community. When evidence-based programs are not available, creativity and innovation is required to develop new programs:Overdose Fatality Review TeamsAdult court diversion programsSchool-based substance use education programsCounty-based medication take back locationsCommunity-based Medication Safety education programsCommunity-based substance use stigma-reduction programsCommunity-based First Responder education and resilience programsBuild relationships with community partners and organizations working toward common goals.Liaise with team members and community partners to develop and implement defined project activities.Organize, attend and participate in RROE Executive Leadership, stakeholder, and workgroup meetings. Facilitate meetings as needed and distribute minutes to all project team members.Prepare necessary presentation materials for meetings. Document and follow up on important actions and decisions from meetings.Maintain and monitor project plans, project schedules, work hours, budgets and expenditures. Work within defined timeframes and budgets.Develop, plan, and implement project strategies.Coordinate project activities, resources, equipment and information. Ensure deadlines are met and identify and communicate changes as early as possible.Ensure projects adhere to frameworks and all documentation is maintained appropriately.Assess project risks and issues, and provide solutions where applicable.Ensure stakeholder views are managed toward the best solution.Perform other duties as assigned.Organization-Wide Performance Expectations:Demonstrates commitment to MRH's CHOICE values (Commitment, Humility, Ownership, Integrity, Compassion, and Excellence) and representing the organization in a positive and professional manner.Maintains patient confidentiality at all times.Upholds regulatory requirements to ensure continual compliance with departmental, hospital, state and federal regulations and policies.Follows all policies and procedures to ensure a safe environment for patients, public and staff.Completes annual education, training, in-service, and licensure/certification requirements; attends departmental and organizational staff meetings or reads meeting minutes.Reports to work on time and as scheduled; completes work within designated timeframes.Establishes and maintains effective verbal and written communication and good working relationships with all patients, staff and vendors.Utilizes initiative; maintains steady level of productivity; self-motivated; manages activities and time.Actively participates in performance improvement and continuous quality initiatives.Qualifications:Minimum Requirements: Must be able to legally work in the United StatesMust be able to pass a background checkMust complete employee health screeningEducation/Licensure/Certification:Associate or Bachelor degree preferred, but not required in lieu of experience.Experience: Minimum of 2 years' experience in project managementExperience and/or interest in working with rural communitiesExperience working with substance use, behavioral health, public health, or closely related areas strongly preferred.Individuals with lived experience involving substance use, psychological trauma, social/family services, and/or the criminal justice system are encouraged to apply.Knowledge/Skills/Abilities:Knowledge of current issues surrounding opioid use and substance use in generalExcellent critical thinking and communication skills (written and verbal).Excellent interpersonal and negotiation skillsProficient in the use of MS Office (Word, Excel, Access), Internet, fax machine, copier, printers, scanner and telephoneAbility and willingness to learn new systems, techniques and proceduresAbility to manage time appropriately, effectively prioritize duties and activities, and to meet deadlines.Ability to work on multiple projects while maintaining attention to detail.Self-starter with excellent organizational skills.Strong contributor and collaborator in team environments.Excellent listening skills; excellent verbal and written communication skills.Ability to provide outstanding customer service.Ability to adapt to change and respond to unexpected occurrences.Position Classification: ExemptCompensation Range: $42,300 to $59,400Benefits: Medical, Dental, Life, Retirement, Paid Time Off
