Job Description:

The Finance Director is responsible for, but not limited to, accounting, payroll, town investments, employee benefits, and the preparation and oversight of the Town operating budget.

General PurposeTown Department Head and combination of several positions. Appointed and serves at the pleasure of the Board as the Treasurer pursuant to C.R.S. 31-4-111 and Code of the Town of Kremmling. Finance Director, Human Resource Administrator, Kremmling Sanitation District Accountant, and Co-Budget Officer. Handles and is responsible independently for all accounting aspects of the Town. Responsible for all human resource administration other than hiring and firing. Fiduciary custodian of all entities above investments and funds.

Essential Duties/Responsibilities• AUDIT: Responsible for the production of all information and financials required by the Independent Auditor for the Town.

• BUDGET: Co-Budget Officer for meetings with Budget Committee (if created), staff, and Board. Works independently on preparation of budget calendar, notices, obtaining data, budget projections and preparation, supplemental appropriation to budgets, drafting of and all Ordinances, Resolutions, Budget memo and other documents required by State of Colorado and Grand County including filing final budget and preparation and certification of mill levies to the County. Receives final direction from Town Manager and Board of Trustees.• ACCOUNTING: Handles and is responsible for all governmental aspects of fund accounting and finances for Town of Kremmling and other entities associated with the Town. Prepares and performs closing accounting entries monthly of non-routine items just as journal adjustments, direct deposits, and deductions, bank reconciliations, prepares bank reconciliations, prints journals and detailed general ledger for preparation of financial reports for staff, Manager, and Boards.Implementation, supervision, and fiduciary responsibility over Cash Receipting, Accounts Payable, Accounts Receivable/Developer Billing, Utility Billing performed by the Town Clerk. Responsible for and performs all aspects of year end accounting including computer software set-up for the new year.• INVESTMENTS: Fiduciary Custodian for all investments of the Town. Responsible for all investing and insuring safety, necessary liquidity, and recommendation of policies and implementation pursuant to State Statute. Produces all reports for the Board of Trustees and Town Manager.• PAYROLL: Maintains, performs, and responsible for all aspects of bi-weekly payroll for all Town Departments and staff including direct deposit with banks, deductions, monthly, quarterly, and annual reports (941s, CUC-1, W-2's, 1099s). Responsible for salary surveys and step/grade worksheets and/or updates.• HUMAN RESOURCE ADMINISTRATION: Annually shops and is responsible for implementation and day to day administration of health, dental, disability, life, fica, 457, employee leave, and other employee benefits. In conjunction with the Town Manager prepares and updates job applications, descriptions, personnel manuals, and policies. Performs orientation with paperwork for new employees and separation of employees including COBRA. All duties subject to review by Town Manager and adoption by Board of Trustees.• FIXED ASSETS: Responsible for recording additions/deletions and depreciation accounting for the Town and other entities above fixed asset inventory for both the General Fixed Assets and the Proprietary Fund Assets.• ACCOUNTING/BANKING SOFTWARE: Purchase, implementation, continued administration, and education.• SALES TAX/REVENUE SHARING: Confidential Liaison with State of Colorado.Receives monthly recaps and enters data into various spreadsheets for production of monthly reports/charts, and graphs to Board of Trustees, Town Manager, and the public. Preparation for distribution of sales tax revenue sharing pursuant to agreements.• USE TAX/REVENUE SHARING: Responsible for preparation of reports associated with building and motor vehicle use tax and the sharing pursuant to agreements (if applicable).• 457 DEFERRED COMPENSATION PLANS AND LOANS: Plan Administrator and responsible to ensure deductions and contributions are reported correctly and accounted for accurately pursuant to Internal Revenue Service Code. Responsible for bidding, implementation, employee education and set-up etc. as needed.• WORKERS COMPENSATION: Claims preparation and administration. Filing of annual audits and renewal information as necessary.

Other Duties/ResponsibilitiesResponsible for planning, scheduling, organization of self and department to insure Finance Department is run effectively and productively.Set-up necessary employee meetings and trainings as needed.Fiduciary oversight of credit cards to board and employees. Set-up and cancel. Utility rate studies, recommendations for rate setting, and preparation of Ordinances/Resolutions annually or as needed.Performs Authority Cash Receipting, Accounts Payable, and all General Ledger tasks.Preparation of Compensation Studies and Government Surveys Financial Administration and reporting for Grants, Highway Users Tax Fund, Conservation Trust Fund, and Severance Tax.Assists Town Manager, Department Heads, Employees, Public, and Board with whatever projects or information is necessary.

Job Qualifications
Knowledge, Skills, and Ability:• High degree of professionalism, confidentiality where needed, and unquestionable ethics and integrity• Strong knowledge of principles and practices of fund accounting and finance for Municipalities, Special Districts, General Improvements Districts and other entities such as the Authority• Strong knowledge of State Statutes, County Regulations, and Town of Kremmling code as it pertains to position• Knowledge of personnel policies and procedures of Town as well as Public Employers Federal and State laws• Skilled in creating, analyzing, and interpreting a variety of financial reports and spreadsheets and presenting written and oral communications in same clear, concise, and effective manner.• Knowledge of financing public debt, investing public funds, administering budgetary procedures, tax regulations, and other financial matters• Possesses technical, analytical, organizational, communication and interpersonal skills at a Department Head level (managerial and supervisory skills)• Knowledge and experience with various software for accounting, spreadsheets, word processing, power points, and communication• Experience in dealing with people in a positive and cooperative manner• Ability to exercise good judgement and independent thinking with little to no supervision• Ability to analyze difficult financial issues and incorporate solutions or make recommendations to Town Manager and Board of Trustees• Ability to troubleshoot and problem solve• Ability to design new or revise Town policy, procedures, and other documents
Education or Formal Training and/or Experience:• Associate's degree in finance or accounting• Bachelor's Degree in Public Administration or Business Administration with accounting/financial emphasis and/or five plus years of actual governmental experience with Fund Accounting including Proprietary Funds as a Finance Director or related accounting position highly desirable• Payroll Knowledge• Municipal Government Budgeting experience• Investment knowledge• Computer knowledge of accounting, spreadsheet, and communication programs• Possession of/or ability to obtain an appropriate, valid Colorado driver's license
Working Environment and Physical Activities:• Ability to sit or stand continuously at a computer terminal for long periods of time throughout the day.• Ability to operate standard office equipment including copier, computer, fax machine, mailing machine, etc.• Ability to reach into file drawers in standard four-drawer filing cabinets.• Hearing ability sufficient to hold a conversation with other individuals in both person, meetings, and over a telephone.• Speaking ability sufficient to communicate effectively with other individuals in person, board meetings, and/or over a telephone.• Most important is the ability to multi-task.
